hen documenting historic buildings or structures, certain standards of recordation established by the Historic American Buildings Survey (HABS) and the Historic American Engineering Record (HAER) must be met while collecting and preserving information about a resource, even if the resource itself will not be preserved. Such documentation is a primary means to mitigate the adverse effects of development upon a significant building or structure.
Precise requirements for documentation are established on a case-by-case basis by the National Park Service, and final HABS/HAER documentation is submitted to the Park Service for curation in the Library of Congress.
